In 2021, OR114, a female from the Ruckel Ridge pack, established a resident use area west of Elgin. She was documented during the winter count with another wolf with a failed collar. In 2022, the pack was designated when OR114 and a male produced two pups that survived until the end of the year, counting them as a breeding pair.

However, one wolf died from poisoning in 2023, and the Finley Ridge Pack was not documented as a breeding pair with four wolves documented during the winter count. 

In 2024, a total of five wolves were documented during the winter count and the pack was not documented as a breeding pair.
